FHIR specifications define how the capabilities are implemented. There are several types of specifications:
- Data specifications - definitions of the data that is exchanged
- Terminology specifications - specifications on terminology - Value Sets, Code Systems, etc.
- Data transactions - specifications on how the data is exchanged - triggers, conditions, etc.
There are other capabilities that systems may support.
